Vulnerable areas in Southern Luzon include Bicol, Quezon, Metro Manila, and Bulacan. In Northeastern Mindanao, the most vulnerable area is Surigao. Typhoon Haiyan in 2013 was the 25th typhoon to enter the Philippine Area of Responsibility (PAR).
